My MOT slipped my mind this year and it was a couple of weeks overdue.
I was pulled by the police for an unrelated matter and they informed me that the MOT had expired.
I thanked them, carried on my way and sorted it a few days later.

Not having an MOT isn't some instant crime but you may as well have it ticked off should something untoward happen.
You don't want to be easy pickings.

I'd say you're much more likely to incur the wrath of the system if your car isn't taxed.
The system sure does love its money.

There's a V70 up the road from me that hasn't been taxed since Aug. 2016 and I see his MOT has run out AGAIN. Reported it to police many times and DVLA. Uses it every day, nothing seems to be done. Just checked, no insurance either.

Volvo C30 near my works, no tax & mot since 2016 and no insurance (guessing) cough cough.

Reported a few times and nothing done, still uses daily.

I suggest that you contact VOSA/DVLA direct by phone and ask them for the definitive ruling as to MOT status in your circumstance. I have found them very helpful in the past.

I saw a car parked on the next street only yesterday with a big yellow sticker on it emblazened "UNTAXED VEHICLE".

Assuming it hasn't failed for a danger reason yes, have a look on MOT history and see what the classification for the failure is.

As mentioned pretty sure that you can still 'fail' and be able to drive i.e. if you fail for no rear washer fluid then your car would not count as too dangerous to be used on the road.
