Very often, especially on bulbs with staggered height pins, people put the bulbs in the wrong way round, forcing the contact fingers further down than they should be. When a bulb is fitted correctly, the fingers often don't return to where they should be as they have been bent. Also check the lead solder pads on the base of the bulb, these can get dirty but rubbing them on your jeans (across the grain) will clean and polish them nicely. I'd have a skeleton that sits up sharply (facing the rear) when you brake with red LEDs for eyes, wired in as "eye level" brake lights!
