Default Wheel balance weights falling off

I have found segments of wheel balance weights on my drive from my XC90 wheels, this is the second time this has happened, my dealer re-balanced my front wheel last time this happened, it has now happened again on the other side, the weights are steel with a rubber backing, the steel is rusty and it looks like there was no glue on the rubber backing of segments that came away.
The bits fall off when washing the wheels.
Has anyone else had this problem.

Dow you (pre)wash the wheels with a special cleaning fluid to remove brake dust?

Washing up not recommended as the glue can be destroyed by it.
