Default Loss of power.

Hi my 2010 D5 keeps loosing power when accelerating. No warning lights, no fault codes. It does this probably 30% of the time. On accelerating from low speed almost no power. Foot hard down, it revs to 3500 then changes gear. Up hill max 40mph. Then after 20secs - 1 min, whoosh, engine growls and the power comes in. (feels like no Turbo.) I have visited one independent Volvo Garage and they reported no codes shown. Visited 2nd independent Volvo Garage and they also found no faults. Sent me away,explaining they had reset all codes. I returned 5 mins later with same problem. The mechanic accompanied me and the problem came back. He plugged the car back in and came back with a sheet of paper explaining the Cat temp sender was faulty, also pointing out this would give a lack of power. It is booked in next week for 2 senders (They need to be fitted in pairs).
I'm no expert on modern engines but cannot help feeling this isn't going to sort the problem.
I have read loads and watched YouTube. I presume the V70 has a variable fin turbo and suspect the actuator is sticking. Any help would be great.
