i would be unsure to tell how the actuator is working, ie when it boost, it is working, when it goes into limp it wont be ?

i am going to check the ECU next, i cant see any sensor in the intake manifold but will look harder lol

you may not have a boost sensor on the inlet manifold it depends which year . You would see it if it were there ,

The actuator should move when you turn engine on. Mine had similar issues to yours it would boost then nothing. Mine is a 07 185 bhp v70. I undid the circlip that holds actuator onto the turbo to make sure the vanes were free which mine were then took actuator off took it apart. One side has cogs etc which can break,mine was goosed electrics. So got a remanufactured one. Maybe not your issue but at least you can rule it out. I had codes boost high and low. Maybe someone can explain it better than me.
