Unfortunatly not .. on the up to 2000 model S/V40 the car isnt very volvo computer friendly there are only minimal things that can be done

I was wondering if another market version had these turned off, then i could search on ebay in that country and get one.

You can get the Non Day running light Headlamp switch pack from any volvo dealer ... but why bother ...

Won't work on the S60. You need to get a dealer to reprogram your CEM to disable the DRLs
