Default Air con fan

My air con fan on my 2007 V50 2.0d sport is on all the time when my air con is on. Is this normal as I had another V50 from the garage when my car was in and its fan wasn't on when the air con was on.

Yes this is correct , if the cooling fan stops the pressure in the refridgeration system rapidly rises to a critical level and the safety device shuts off the AC pump .. your other V50 must have been faulty .

Your first V50 may have had a conventional compressor which turns on and off due to cooling demand , But later ones have a variable displacment compressor which are on all the time , the fan mirrors compressor operation ..

Once you get out on the open road with air flow your cooling fan would turn off.
