Default 2005 S60 Radio, passenger seats, 12v outlet not working

I purchased my first Volvo a few weeks ago and I'm enjoying it so far. It's the first car I've been brave enough to really put some work into. I'm happy to say I've changed the timing belt, water pump, tensioner, and all sorts of filters successfully.

One thing I can't figure out is why these 3 items don't get power. The radio, front 12v outlet, and passenger power seats don't work. The radio never lights up or anything. I've checked quite a few fuses and made sure proper voltage was getting to and past the fuse.

Here are the fuses I've checked following the manual: http://new.volvocars.com/ownersdocs/..._11b.htm#pg156

Fuse box on the edge of dashboard
Fuse 1, 2 and 10 are good
Fuses in cargo compartment (CEM I believe)
Fuse 11 and 28 both good.

I tested about 13v at each of these while the car was on.

I have power getting to all these fuses so I'm guessing my issue is between the CEM fuse box and the actual devices. Maybe some burnt or cut wires? Is there something else I could check?

Have you looked at the fuse board behind the steering columm above the pedals fuse no.11 I believe. If I remember right they are mini fuses under there.

Yes, I checked the fuse by pulling it and using a tester then checked voltage with a multimeter. It appeared correct.

Your OP says end of dashboard, I don't about your model but on mine it's a pita under the steering column.

I've checked the fuses on the side of the dashboard and under the dashboard.

If you're confident that the +12 volt side is OK, what about the earth side.

Can you measure the resistance from the sleeve of the power outlet to chassis?

That's a good idea. The next steps I take will be to test the power outlet 12v and ground sides to find out which wire is having an issue.
