Brakes: - handbrake problem

after changing the shoes on the hand brake the once good handbrake is now not so good, i only changed the shoes as they stuck on a couple off times so i thought while stripping it i might as well change them.
Now even with it fully adjusted it still rolls down my drive (which is quite steep) i'm now begining to think it could be bad shoes (mintex)has anybody had this before, also mine has a metal round rachet style adjuster am i right in thinking they were updated at some time i've also tried driving and pressing the handbrake to bed them in but no better and the pedal is good.
