Default Air filter, why a thin layer of grey foam under the filter?

I've not seen this before when changing air filters. There's a circa 5mmm thin layer of grey foam backed material that's sitting the length and width of the filter baffles.

Is this usual and why does volvo have this?

It's perfectly normal on some Volvo filters but not across the board and I've seen no pattern as to why and when it's fitted.

"Active Charcoal"? I think its a higher quality type of filtration, so may not be on some aftermarket replacement elements?

VAG cars have similar but it's attached to the paper element of the filter, it's for(according to VAG) "cold climate" conditions.

I was told a couple of years ago it's to prevent from and snow soaking the paper medium in cold climates ??
