Default Missing BCS on a '97 2.0 LPT (175 Hp)?

There is no reason there shouldn't be a BCS on this engine? Vacuum tube piping just doesn't match the diagrams I've googled up, with the red/yellow/white marked lines going via the BCS.

Instead, I've got two: One from the intake manifold just inside the throttle body going to the bypass valve on the turbo house, and one going from the bottom of the turbo house to the waste gate actuator.

Engine runs smooth on all revs, but there seems to be missing some hp. Boost pressure as measured on the WG line is about 4 psi during acceleration, and maybe 6 at full throttle. Actuator starts to move at 3 psi. No tuning AFAIK.

Also, there is an amateurishly plugged pipe connector on top of the throttle body - could it be from a removed EGR-system (did this engine have one)?

If there is indeed a missing BCS - are there any recommended aftermarket solutions that will do better than stock? This seems to get good reviews: http://www.ebay.com/itm/NXS-MANUAL-B...sories&vxp=mtr

I have one of these on a shelf, different principle (introducing a leak into the actuator line) - any good?

Looking a bit closer, the nipple on the intake tube right after the MAF is plugged with a rubber hat, and the electrical connector to the would-be BCS is plugged onto a blind on the air box.

Could it be that this last year model before the TCV does not have a BCS as stock? In which case the boost is only controlled by the wastegate spring, which certainly warrants an MBC.

Anyone familiar with the 2,0 lpt evolution history able to shed some light on this?
