I don't know what the Volvo setup is like, but whilst bushes alone are cheaper to buy, they are usually more time consuming to fit. A whole new arm with the bush in is usually a bolt the old one off, bolt the new one in place job and far more straight forward. I have always opted to buy the arms on my my previous cars.

I would get a price on the bushes and the complete arms (complete arms can sometimes be very very expensive from experience) and then take your pick. If feasible, get the as it usually a straight forward DIY job then.
