That's only a narrowband meter, they are very imprecise. It reads the standard narrowband 02 reading from your existing 02 sensor, which cannot read an exact afr, it can only read 'rich' or 'lean' - very dangerous if you're raising boost very far. The numbers it displays are pretty much a guess. For any serious application you need to use a wideband 02 sensor and controller/display, popular ones are the Innovate LC-1, AEM UEGO and NGK AFX. These widebands use a different kind of 02 sensor that can read the composition of the exhaust gases to provide a very accurate AFR reading. Usually this means you'll have to have another bung welded into your downpipe for the new sensor, though some wideband controllers have a dummy narrowband output, so you can replace your existing narrowband 02 sensor with the wideband one, and hook the old wiring to the new controller.
