I would also add my approval of using a "rust remedy" or "rust cure" product.
I've used these a lot and the results are excellent. My personel fav is Granville heavy duty rust cure, but I'm sure they all do pretty much the same job. Because of where your rust is...............I'd be careful about getting too carried away with a grinder or rough paper. Sometimes a car with an amature (no offence) repair on body work can actually look worse than a spot of rust. If it was me - I would take off the loose bits, then apply the rust converter. It goes black once set and I suspect will look fine with your colour car.
