Turbo troubleshoot help

After engine swap my car drive have no power. 01 2.4t out of v70. Oil and trans fluid lvl is good. No engine codes. Rpms seem normal. It's almost like the turbo is not kicking in. If I floor it it will do 0 to 60 in about 12 seconds. Frustrated because I get no codes and I don't know where to start. Can somebody shoot some suggestions. Turbo blades spin freely buy hand too

We're gonna need more info, if you say you've just had an engine swap it could be ANYTHING.

I have swap quite a fewVolvo s60 engines and they all start first try. But this one drive and function but like I stated I don't think I even hear the turbo spin like previously. I rechecked the hoses yesterday and made sure the turbine spin by hand. Wastegate don't seem to be stuck. Trans dont feel like it's slipping. I'm sure I'm not getting boost. I'll change the turbo solenoid to see if that have an effect
