Default Non volvo problem - any advice appreciated

My sister in law has a 05 Kia Picanto which is over revving in neutral and also in gear. When idle it revs at about 4000 rpm when her foot is no where on the gas.

The Kia forum is usless and various mechanics cannot give a reason why it is doing it. As stated any advice is very much appreciated

does this car have an idle control valve? if so its worth cleaning it out.

Is it electronic throttle?

It does have an idle control valve i think and ive checked the throttle cable to see if its sticking, which it isnt.

How do I go about cleaning the idle control valve?

It has a cable... Try cleaning the throttle body itself.

Just because the cable doesn't stick, doesn't mean the throttle itself doesn't

Carb cleaner i have found the best stuff to clean throttle bodied and ICV's
