Default question on air filter housing

I had a problem turbo was not engaging so removed everything cleaned MAF and put everything back on and tightened it.
While removing air filter housing I noticed there were two openings and one outlet for MAF sensor pipe.
The small hole closer to the engine was not connected (some mechanic obviously did not connect that small pipe close to the engine.
The other hole close to the battery has nothing connected to it.
Is this normal or am I missing some pipe on this housing?

Sorry if it seems like a dumb question but here I am really struggling to find a decent volvo mechanic.

Will try to post a picture tomorrow.
Now to be more detailed.
1.9d engine.
Position of the hole is front lower side of the airbox close to fender.
On the top side of the airbox above the hole is the marking of two arrows and some dots in between the arrows.
Searched the skandix.de
This probably is the missing part from my deduction

The part in red is required to ensure you have air intake from front and not warm air from the bay.

That said in reality I can see no mechanism whereby it would prevent turbo operation or give any less power.
