Have a squint through this thread.
Sounds like the same symptoms!

Mine has just suffered the same fate and I have tried the following:
  • Replaced transistor pack on blower fan
  • Replaced cabin pollen filter (to aid air flow over transistor pack)
  • Sweated the solder joints on the fan potentiometer on the fan control pcn
  • Removed old solder and resoldered joints on fan potentiometer
  • Tried 2 replacement units from breaker's yards

None of the above worked so I passed the fan control unit to a friend who works with electronics. His first course of action was to order a new potentiometer and solder it onto the board (cost around £1). Not sure where he got it from, but couldn't source it at Maplin, RS, or Farnell. He does some work for Volvo making control boards for generators and mentioned he sourced the parts through a specialist supplier.

Just waiting for the board back to check it. A new one is £520 inc VAT...

If you do want to change the transistor pack, it is located on the blower fan housing. To access it, remove the cover under the glovebox in the passenger footwell. Remove the glovebox and then bend the metal rail at the bottom of the glovebox with a pair of pliers to access the 2 screws which hold the transistor pack in place. A new one is about £45 or you can just replace the blown transistor for £1 (you can get the power resistors from RS or Maplin).

If the weather closes in and you need the blower urgent....on the blower casing where the resistor is there is a white relay with a plug going to it, this is the relay for the blower flat out speed, connect a good switch between the wires and plug back in.
When the proper switch on the dash fails or messes about just switch your extra one on and the blower will go full pelt and clear the screen.

I have done this on my 2001 1.8 and although i have all the bits to replace the faulty parts my dodge works well so i will fix it when i sell it on `cos i cant` stand the car, wish i had never bought it!

What year car? Do you have two problems - one with fan not working and one with no hot or do you just get no hot because the fan isn't working? Also, does it have a temperature range (ECC) or manual cold/hot?
