Unhappy V70 2003: High emmissions / EGR valve

Hi!
Recently purchased a used V70.
"High emmissions" message popping up.
The diagnostic code "EGR valve flow too low" appears (after clearing).
The engine appears to be running nicely.
Found some old threads but nothing conclusive.
The local Volvo service estimates the repair around 800EUR (new EGR valve and some electronics/sensor?, not sure whether work is included), but they have an expensive reputation. I know access to the valve is not simple, so I don't mind replacement rather than cleaning to avoid repeating problems.
Is this a known problem / perhaps a recall issue (I understand they intend to modify something, not just replace the valve)?

Can anyone confirm that beside the valve an actuator and/or control unit should be replaced?

Well, thanks for nothing...
The EGR valve replaced, the bill sth over 200 EUR, it appears that the initial estimate was a cautious one. It has taken a while for the shipment of the parts. This does not appear to be a frequently found fault.
