Dealers in my region don't provide a loaner if it's just for a few hours.
They do provide free Volvo bicycles

In Luxembourg - no charge, if it is a warranty repair. Few times they even came to my house (20km) to pick up my XC60 and left me a loaner XC60, which was super convenient.
If a regular service, they offer a rental (˜40EUR/day for Opel Corsa or similar). I rather take a bus in such cases

Yeovil - no charge for car or insurance, although they do offer a reduced excess for a premium (which I decline as I only have to drive a further 2 miles or so to get to the office).

Strathmore, Perth - no charge except for any petrol you use. There's an excess for insurance (I think you have the option to pay to reduce) but that's reasonable. I've had a T5 XC60 and a D4 V60CC so far and very happy with the service they provide.

Stoneacre Lincoln, free loan car when servicing just pay £7 for insurance or not if your own insurance covers. I had a V90 R design at my 1st service a couple of weeks ago.
