My plan with phone connectivity is to get a phone holder/dock and connect my phone via bluetooth. So far no one has mentioned if you can play music via bluetooth or if it's just for phone calls. What's the deal with EGR/emissions issues etc? Is the D4 from 2014 subject to the issues I am seeing?

If it is the 4 cylinder D4 ( 2015 model year and later then yes but they would have been sorted out a while ago under volvos extended warranty on the cooler etc . Always make sure the car has the latest software .
