Uhh condensation... since that is the cover, that keeps the condensation out from the back, if you remove it, it is quite guaranteed, that your lights will have condensation inside sooner or later...

Okay so I have had them fitted and done a 2 hour journey in the dark. First impressions in the S60 are good: much much whiter light, much more light. I have had to tweak the alignment down slightly. Looking at the beam pattern, I think that I will have to adjust the rotation of the bulbs to get it right, as it does seem quite uneven and misaligned at the moment. The makers have designed this into the bulbs, so I'll have a go at the weekend.

There is absolutely no ambiguity about the matter. The following statement has been taken directly from the MOT Testers Manual.
Existing halogen headlamp units shouldn't be converted to be used with HID bulbs. If such a conversion has been done, you must fail the lamp.
