How do I raise them? Mine won't pull up and I can't see a locking button anywhere.

Are you talking estate or saloon, 1991, pre or post, rear or back. In fact, the simple answer is that the only headrests that can be adjusted in anyway are rear estate ones 1993 and after. On saloons, the ones with built in child seat in the middle in the rear have that headrest adjustable too. The rest are stuck. Volvo has always been arguing the safety benefits of fixed headrests.

How is it a safety feature that you can't raise the head rests to a position that is right for the height of the driver??? Mine is too low and in an accident it wouldn't be as effective as if it was at the correct height.

One can argue back and forth about it, Volvo takes the view that if you cannot adjust them they are always going to protect you. Saab and other makers take a different view. I know I find Volvos by far the most comfortable cars but others find them not so comfortable. Such is life.
