You misunderstand my point.
The shop had to have planning permition and the parking arrangements were part of the planning application, at that point conditions can be applied by councils.
Local retail development partly upon land that used to be a council car park, planning condition was that cars had 3 hours free parking and people were not restricted to shopping on that development only as is the case with 2 other car parks within the town.
Not much help for people whom used the long term parking but better than the developer wanted.
Wether the shop employs a private parking company to police it is up to them, there will however be 3 hours free parking because of the planning conditions.
