Without trying a new bulb it's impossible to know for sure, anything else is guessing. It's not uncommon for both headlights to start failing together or within a short time of one another, since they experience the same conditions and run time. Without a known good bulb to swap in you can't be sure. Do you know if your mechanic has already done so and hence his conclusion?

For what it's worth, flickering generally *is* an indication that a bulb is at end of life. Every time I've had to replace one (3 times across various Volvo's) flickering has preceded complete failure. For that reason I say that the balance of probability is that it is the bulb, as per your previous experience. Worst case, you end up with a spare bulb which is no bad thing.
