On call service required.

I know this has been covered before but I'm having this problem and can't find the route out of it.
I seem to recall that I have to register with someone that I own the car now. I know I have to pay someone to put my car back "on call"
I have 3 questions. What do I do?, Who do I do it to?, and can I do it to them on-line?.

Ok, just short of 50 views but no replies. I reckon I was too vague with my question.

Problem, "on call service required"

I have tried the search facility here but with little success, so my start off questions are...
Does this have anything to do with the on-board telephone?
Do I need a sim card especially for the car?
I understand the phone has a backup battery pack. Where is that?
Any other information would be gratefully received.
