Default Updating North West Europe Map?

Until today, I have never thought much about updating NWE, either OTA or downloading onto a USB stick.

The download to the USB stick is 1.98GB, but the OTA update, is approximately 380MB.
Has anyone any idea, if there is a difference to the actual update?
Thanks.

tem.
