Try -- volvodiagnostics.com based in London and a forum member.
I can recommend him, as he has repaired my DIM on my 2003 V70 D5

I read that people have swapped their 2004 CEM (no heatsinks) for a 2005 (with heatsinks). But it is then always reprogrammed by specialist companies (or private persons offerig a repairingservice for the CEM).

Haven't looked into it, but given my issues with my CEM (it now has heatsinks and a fan running 24/7 to prevent overheating), I still wanted to read up on it.

I can second Volvo Diagnostics. I shorted out my cem (that's another story) and sent it to them. They couldn't do a quick fix on my cem, but sent me a replacement refurb one which I fitted and they reloaded with the car software remotely (he's in London, I'm in Liverpool)
From having a car that I thought would have to be dragged off my drive for scrap, it was back working with the latest version of software.
