I am still waiting for my car to arrive so I am not saying you are wrong but the user manual says something else:
- With adaptive cruise control or Pilot Assist activated, the engine will auto-stop after approximately three seconds.
- When adaptive cruise control or Pilot Assist is activated, the engine will auto-start when the accelerator pedal is depressed, or by pressing the button (+) on the left keypad of the steering wheel.

If the engine is off due to start/stop and prior to that you had pilot assist/acc enabled, pressing resume or tapping the accelerator will start the engine and continue.

Stop - Start is definitely not disabled in mine when using PA(2), maybe an update? (2018 build) The engine will stop after about 5 seconds and you need to tap resume or the accelerator to get moving again. Even if you select dynamic to disable stoop start, the car will still need a ‘nudge’ if you’ve been stationary for a while.

I think Jaguar Land Rover cars do the same thing but have a 3 minute timer instead of 3 seconds.

Do we know why Volvo set it so low?

Presumably for safety reasons. E.g. so as to not run over someone standing in front of the car if you aren't paying attention; something which is more likely the longer the wait.

Btw, although you have to take action within 3 secs, the car will resume moving if the car in front moves within 6 secs of you taking action.
