The cable in the black housing (pointing upright in the photo) was loose and would slide up and down in the housing with no resistance. The handle would move the cable up and down without opening the hatch. I ended up doing what docjd did: I used an angle grinder to cut the top of the latch mechanism off. Then I was able to manually move the gear that opened the door. The latch mechanism was expensive - $366USD - from the dealer. Once I replaced the latch mechanism, it worked like a champ, but I replaced the rusted rod while I was at it with 4mm stainless rod.
