Default Glow plug starting problems

Volvo V70 1999 2.5l TDI B5252t.
The engine is difficult to start. Glow plugs tested and one found to be defective and replaced.
The dashboard light does not always come on now as it normally did before the problem.
If i understand the possible problem it could be the glow plug relay or it could be the coolant temperature sensor which connects to the engine management unit.
Any advice on next step please?

Could you check the fuse? May be all problem in it.
Before Volvo I had VW Passat with diesel engine and once in a cold time I had a problem with starting engine. I checked glow plugs, relays, wiring and found the problem in burned fuse.
