There is a single supply to both F17 & 18. Blue/White wire from a single pole relay. So if 18 is live and 17 isn't it sounds very much like it's as ASt85 says - something at or very close to the F17 holder. I would remove both fuses and try to jump a supply from the live side of 18 to the delivery side of 17 and see if the bulb lights up. That at least eliminates all the wiring to the lamp, the holder and the earth which is shared with the n/s lamp anyway.
Wire out of 18 is Blue/White and out of 17 is Blue/Yellow

Which year and exact model is your car; it should be possible to identify the colour coded wire route within the loom by using the EWD (http://qclt.com/html/volvo_ewd_us_eng/) and hopefully identify the fault point.
Hi ASt85,

My cars a 2003 S80 petrol 2.5T. Unfortunately that link doesn't include my year car. I kind of suspected I had a possible break somewhere before that fuse, as the haynes manual shows the wire connects and splits somewhere near that fuse holder to go to the nearside lamp (which is still working)

Thanks for that Brendan, I'll give that a shot this evening!
