Or a little bit more seriously..
Taking as a starting point examples of Germany and (I'm not sure about this one though) France, where, as I was led to believe, it is forbidden to even drive with headphones in/on.. Taking my personal belief that cycling is a bit more dangerous than driving- there's no metalwork and airvags to protect you.. How about banning headphones from cycling? Proper, set, on the spot fine. How about fining people for crossing street, maybe not harshly (as in Poland for example, where pedestrian WILL get a ticket for crossing empty road at 3am if crossing light is red, or outside of crossing) How about setting fines for crossing streets without due care and consideration? There's plenty of that. Set, on the spot fine for not looking right and left when crossing. Set, on the spot fine for running across the street. Set, on the spot, fine for emerging from behind a bus. Set, on the spot, fine for stepping onto tarmac unexpectedly. Set, on the spot, fine for policemen who didn't pull the finger out and didn't react to any if above. Maybe then there will be a chance.

All we need now is on-the-spot police, not the current bunch who don't turn up to even a drunk driver crashing if nobody gets hurt.... FFS
I had to do an emergency stop, to not run over a girl with headphones on, who stepped out infront of me, and I still got the look of death from her, makes you think "well I won't stop next time, you're welcome!"

How about stopping the safety lobbies from constantly bleating about the evil road users in cars trucks etc..
How about safety lobbies getting the wits amongst us to take responsibility for their own stupidity. Cycling along with earphones (2 of) is just asking for trouble, note I said 2 because maybe with just 1 in it's for intercom or hands free mobile use. Cycling along whilst making a handheld phone call, I see this all the time why are they different to motorists ? Blindly crossing the road whilst wearing headphones Blindly crossing the road whilst looking at phone Blindly crossing the road in an unsafe place Ignoring pedestrian lights designed to make crossing safe All of which are common examples, nothing ever directed at the cyclist/pedestrian always the motorist that targeted. Some examples I've seen recently Driver in an Audi Q5 wearing full Can headphones - WTF do Audi's not have entertainment. Completely oblivious to the Ambulance with Blues & Twos on behind him. Cyclist all in black with no lights riding through a red traffic light at a set of roadworks. Cyclist with no lights riding up the wrong side of the road whilst on the phone. Pedestrian with earphones in looking at the phone ignoring the flashing crossing lights at Kingston Park Metro & walking in front of a train.

Yup... Sometimes, only sometimes, when I happen to be in a bad mood, at dark time, driving..
And spot one of those- I'll stop, wave him in to me, and give him a straight into eye question: "Do you want to die?" Reaction is rather obvious- scared and hostile. But having his attention I will explain, that this time I saw him in time, next time I or someone else may not, as he's got no lights on the bike. And he himself won't even hear oncoming car due to these stupid headphones. Its NOT a threat, its a warning. Out of maybe 5 lads like that I've seen only one who fitted some lights after. But kept the headphones.

On a route I walk daily to work, I do not have headphones or tend to be on a phone just aimlessly surfing whilst walking.
There's a household (one of a few) that have a BMW I3. When I walk around a corner also looking to cross at the top of this street at 6:45am roughly, I can always hear tyre noise from the likes of Prius taxi's, normal motor vehicles etc if they are approaching and a good look also to be sure as there may be a commuting cyclist etc. Despite listening and looking, I sometimes never see this particular I3 hurtling and its always going faster than other traffic on this quiet residential until its on me causing me to have to leap out of the way. This is never a problem with anything else like prius taxis, milk floats, others vehicles or bicycles.
