Nivomat Shocks hole in rubber boot

I had my wheel off at the weekend and spotted a hole in the rubber boot of the shock, just above the metal part, photo attached.

Panicked a bit, then had the idea of 'fixing' it with a puncture repair kit.

Just to be sure it wasn't meant to be there i looked at the other side and, sure enough, there was a hole in the same place and the same size.

my question is is this meant to be there, it must be very prone to dirt ingress (i cleaned around the shock to remove any dirt that could work its way in)?

If so any idea what its for, i.e is it a drain hole?
