Thats a Volvo Standard 'fixed' flange tow-ball and yes it is complete. To fit it ondo the bolt at the rear of the bracket fixed to the car and place the ball/fixing tube between the two plates hanging vertically from the bar and refit NEW bolts + nuts with spacer each side of tube and tighten it up to the correct torque. The Volvo identification plate goes on the rh bolt (as you look at rear of car) nearest rear of the car and is tightened up with the NEW nut. Be sure to use new nuts/bolts of correct rating and to torque up correctly.

Standard unsure, but does look like you have all the parts, Can't tell from the picture but I am assuming the actual tow bar pictured on the floor has 2 holes in it.

If thats the case it looks simply like,

1 you need to remove the long bolt still attached to your car running left to right. (giving you 2 long bolts in total on the floor).

2 offer up the tow bar slide the bolts through putting a bush either side on both bolts. (the 4 bushes sat on the floor).

3 now you should 2 nuts and that plate left. That plate looks like it then slides over the 2 bolts too on the outside. Then just pop the 2 nuts on and tighten.

Simples. Though if you are not sure look up your local trailer/tow bar fitter and have them check it over.

Hope this helps?
