Well, the problem is similar to re-chroming: The object needs to be totally "perfect" before re-chroming/re-anodize - it's the surface UNDER the chrome that does the quality.
Grills often are "sandblastered" from taking all that dusty road-dirt etc. - that's not easy to polish up/out - and won't be covered by the chrome.
