V50 2.0D lack of power when cold. DTC 0299

My 2006 V50 seems to hold back and feels a bit sluggish when I first start driving in the mornings. It also seems to misfire a little bit for the first minute or so. And then after about 4 or 5 minutes of gentle driving it is back to normal, full boost, lots of power, no problem. I did have a stored code a few days ago - 0299 Turbocharger (TC) control. Pressure too low.

Anyone had this before or have any ideas??
