Default S40 rear position bulbs

A while ago I replaced the rear position bulbs and brake light bulbs and noticed something strange about the position lamps.

The bulbs are dual filament, 21W and 5W. I thought these were only used on cars that share the same bulb for the position lamps and brake lights, but the S40 has separate 21W brake lights. These position lamps don't seem to illuminate with the other brake lights.

Are these used as a fail-safe in case a bulb goes out?

They are used as fog lights on some markets where legislation is for a combined position/flog light. That’s not the case in the uk.
