Default Blower Fan not working (New to Volvo's)

Hi guys.... my brother has just bought a lovely ’58 plate 1.8L S40, the downside is the blower fan won’t come on which I understand is a common fault. I’ve not much working knowledge of Volvos, I’ve checked the F10 fuse in the engine bay, that is all in order. The control dial appears to be working in that the LDC display is showing the indicated fan speed and increase / decrease. The actuator arm by the blower that changes the fan direction is working (albeit quite slowly), we just have no movement at all from the fan.

Are there any suggestions what to check next?

I’ve seen some feedback about the resister pack / control unit but I struggled to see where they were located, I only had an hour with the car this afternoon.

Any help or tips would be greatly appreciated.
