all fuses are good replaced switch could it be cem?

When you say 2000 v40, do you mean 2000 is the year? If so, then you need to be on the forum section for the older model. (And sounds like the ECM to me - when I had the older V40 I had similar problems the relays blow with age but are easy and cheap to replace if you have access to a soldering iron).
