An import (as proper) requires to be registered in the country it is imported to.

If I register my car in Germany and live in GB, I am paying a lower road tax - of Germany - but using the expensive roads - in GB.

"Yellow Plates" mean they aren't registered in Ireland (as stated in that link) which means they haven't been imported properly. Car import = vehicle receives registration in country driven in.

A register is now to be set up for 'temporary vehicles' and will apply to all foreign-registered vehicles that remain in the State for a specified period.
Means: cars which aren't properly registered in Ireland (i.e. cars with registration of country they came from!). If registered in Ireland (as proper Irish reg with Irish plates) then that duty won't apply.

If you have a picture of a MPH speedo, you know the scale. The diameter you can measure on your own car. Then you can make a MPH dial in powerpoint or whatever suits you and have a print company produce a sticker of it.

VRT isn't an import duty. You pay that to register the car - I have to do so if I register a car in Germany - no matter if new or old...

Yes I know, you don't have to pay an import tax if you bring a car into Ireland, that was my point.
