A few things to consider before you pull the trigger on this.
1) The garage says it's a dead actuator; 2) The garage says it's not serviceable: 3) We do know that it is indeed servicable. If you trust their diagnosis, their cure is wrong. If you don't trust their diagnosis, you need a second opinion. These other ones that you spoke to, did they specify why it's a bad idea to just replace whatever has malfunctioned instead of replacing the whole turbo? I mean, one can always replace the headlight assembly when a bulb goes out but that's not good for the planet! Also, is the car even worth half of what the turbo replacement would cost?
