From the information given the ULEZ is the old congestion zone around central London and the LEZ will be the new zone within most of the north and south circulars. The LEZ zone section states that charges do not apply to cars or motorcycles while the ULEZ affects most vehicles entering from Lambeth through Westminster etc. But who knows what will happen once it hits. Places like Lewisham are planning to charge double (?) for diesel cars to park in the area......You can drive there but can't sit with the engine off because of emissions ? How does that make any sense?

I looked at this "problem" 2 years ago when looking for a replacement estate. As I live 1km outside the expanded ULEZ area I wanted something compliant. ULEZ requires petrol cars to have emissions below
CO: 1.0g/km
THC: 0.10g/km
NOx: 0.08g/km

Although this is the Euro 4 standard, many engines built before 2006 (when the standard became mandatory for new car registrations) have emissions below the ULEZ requirement.

So all the 2.4L NA engines from 2000 onwards are compliant regardless of what your registration book shows about Euro 4 or not.

That is exactly my problem. My "fun" car ( a Morgan +8) is well within the limits of Euro 4 according to the MoT emissions testing , but because the car is not "homologated" to Euro 4 it is comes up as non-exempt.

I have tried to investigate the possibilities of an individual test , or similar to convince the authorities but come up against brick walls each time.

I am surprised about the comment above with motorcycles being exempt , because this was not my understanding. There is a guy in Stratford (E London) who will test bikes , modify them if necessary , and then enter the data on the TfL database. I enquired whether he would be interested in doing this for cars but met with a resounding NO, far too political and not worth the aggravation he said.

It's all a gimic to con people out of their money, why pay an emissions charge on top of an emissions tax we already pay.
