Default Volvo on call app

I have a 2019 volvo xc40.I live where there is no At&T cell service therefore my volvo on call app such as remote start will not work. It works just fine as long as the vehicle is parked in an area where there is AT&T cell service. There is Verizon service in my home town. Has anyone else had this problem? I know there is a SIM card in the vehicle and I am wondering if there is a way to change that SIM card to another service such as Verizon.

The in car sim can be changed to whatever network your country allows with no problem.
The built-in VOC sim is a generic one that is multi-network and picks what ever it can access at the time.
