Default Volvo V70 T5 191kw Key doesn't work in the lock

We just bought an ex-police car volvo v70 T5 2007.
Does anyone know why the key when inserted into the drivers door turns ok both ways but doesn't open or close the car manually.
The remote locking works fine but what worries me is what happens if it fails!
The battery is is good condition but is being drained and needs to be re-charged virtually every couple of days.
The siren started to sound about 3 days ago but after putting the seats back into the upright position it stopped going off.
Yesterday the car siren started making a intermittent buzzing/clicking sound before it stopped.
Had to call out the breakdown service greenflag because the key or the remote locking wouldn't work. The engineer opened the lock from inside the car using a wedge but the door stayed closed.
He managed to power up the system via the starter motor enough for the remote to unlock the doors.
Anyone any ideas - me thinks volvo will have a field day with the £££'s charged to sort this out.

if it dont unlock, take the door card off and check the little bar has,nt come off due the the clip holding it has snapped,
