That's the oil cooler you've posted a diagram of, i really hope that hasn't developed an internal leak! Rare but not impossible and could cause the mayonnaise you describe in the catch can.

They've charged you for new bolts anyway. The question remains did they clean out the bolt holes first and oil the threads before fitting/torquing?

Check the rubber hoses 11 and 14 as they can perish if they are old.

If it is them only replace with gen Volvo as they are made with special oil resistant rubber

Could also be the seal ( No 5 )

The seal (#5) only seals oil so it would only be oil leaking if it was that.

Water and oil dripping under car, steam/white smoke out the exhaust and engine bay and moisture in the oil. Could the CHRA of the turbo be cracked along with excessive wear dumping oil/coolant in the exhaust, all over the turbo externally and allowing the two fluids to mix slightly.
Sounds like a lot to investigate here.

Best advice is to not use the car if possible otherwise you will damage the turbine housings if it hasn't already and need a whole new turbo rather than just the CHRA.
You can get a TD04 13C CHRA from Turbo Rebuild Ltd. Still not cheap at £130, but much less than trying to replace or even find for that matter, a whole new unit, unless someone has a good second hand one.
Then its a question of changing it out either yourself or third party depending on how confident you are.
