Sometimes with the XC90 parking brake issue, people read on here and then buy new shoes and the adjusters but forget to check the condition of the inside of the drum part of the discs. If the system hasn't been used for any period of time in the past, and the surface has gone rusty - they're toast. Rusty steel is harder than normal steel so once the corrosion has gone past a certain point - relying on the use of the brake to scrape it off just produces a smooth, hard, shiny surface with very little friction at all.
Hence when you re-assemble it, check the inside of the drum portion of the discs. If they are bad and you haven't time to get new ones, a wire brush attachment in a drill or angle grinder can improve things.
