With the Volvo scan Tool the ecu Verlog code must be cleared when still installed in THE CAR IT WAS WORKING IN ... then you can remove the ECU and fit it in the other car and the Verlog code of THAT car is embedded in the ECU when you turn the ignition on ... the ECU will not work if the ecu is just removed from the first car without the Verlog code being erased as described above. The new car will only send the VERLOG code to the ECU if the Verlog code is blank .( as per a new ECU of course )
