I think maybe you still need to find the source of your vacuum loss.
Your shut-off valve should move down quickly and stay closed for 3-4 seconds. I had a look around for code 1806 and one thing I found was a bad connection to the boost solenoid. However, if you are losing vacuum somewhere, it could be that causing the code. You could try a second hand vacuum reserve tank off ebay https://www.ebay.co.uk/itm/VOLVO-S40...-/202151717547 https://www.ebay.co.uk/itm/Volvo-S40...-/142263469163 I don't know how it works but it must have some internal valves to separate the shut-off side from the turbo side.
