Question

The blower is controlled by a digital signal from the CEM.

I had this and it magically cured itself after a couple days. But the CEM was water-damaged, and no blower was a symptom. A reconditioned CEM might be the only cure -- about £300.

You could try unplugging and replugging all the connectors on the CEM. Look for signs of corrosion.

Any water leaks in the car and the CEM is basically screwed -- it doesn't have moisture protection.

There's every chance I'm afraid.

Not using the car shouldn't result in a leak though. But if there's moisture in the car, e.g. first thing on a cold morning the windows are misted up, or the carpets feel damp, it's probably killed the CEM.

yeah, think its just moisture in the air odd that its only the blower not work I guess I could give it a cleanout to see if it's dry etc 1st but guessing it's just more likely dead?

If you are going to unplug the cem connections then give them all a good dose of contact cleaner and a going over with a soft toothbrush.
It solves no end of electrical gremlins on the Volvo.
Don't forget to disconnect the battery before starting.
